Russia: government moves on nationalizing commercial aviation by decree

The Ministry of Transport of Russia has prepared a draft government decree proposing measures to mitigate the effects of sanctions on civil aviation.

The decree, according to Ria.ru, should help “ensure the operation of foreign-made civil aircraft in Russia and flight safety”.

In particular, the measure proposes to suspend scheduled and unscheduled inspections of civil aviation organizations until September, to simplify and speed up state registration of aircraft rights (from one month to ten days), and also to reduce delay times in other aviation-related administrative procedures.

In addition, the Ministry of Transport wants to expand the range of organizations that can handle aircraft maintenance and repair.

On Saturday, the Federal Air Transport Agency advised Russian airlines with foreign-registered aircraft to suspend flights abroad from March 6, and from abroad from March 8, due to the risk of aircraft seizures and confiscations.

The agency advised Russians to use commercial flights of foreign companies to fly to third countries that do not restrict air traffic with Russia.

They can return on flights of Russian or foreign carriers, for example, via Azerbaijan, Armenia, Kazakhstan, Qatar, United Arab Emirates, Turkey, and Serbia. Another way is to combine flights with ground transportation.

Meanwhile, the aviation authority stressed that flights within the Russian territory continue without restrictions.
