According to Interfax news site, the President of the Russian Federation, Vladimir Putin, announced the missile attack during a meeting with permanent members of the Russian Security Council, expressing himself as follows:
«This morning, at the suggestion of the Ministry of Defense and in accordance with the plan of the General Staff of Russia, a massive long-range high-precision air, sea and land weapon strike was launched against Ukrainian power, military command and communications facilities.
He then said that «in the event of continued attempts to carry out terrorist attacks on our territory, Russia’s responses will be tough and commensurate with the threats posed by the Russian Federation in terms of their scale.»
«No one should be in any doubt about this,» he said in closing.
Raining missiles
Dozens of missiles and drones fell on critical Ukrainian facilities. The hardest hit locations were Kiev, Ukraine’s capital city, and Dnipropetrovsk, but no part of the country was spared.

Denys Shmyhal, Ukrainian Prime Minister, reported that Russia launched more than 80 missiles and 12 Iranian-made kamikaze drones. Ukrainian military and air defense forces shot down more than 40 missiles and 9 drones. This is the largest precision missile strike launched by Russia since the beginning of the war.

According to Ukrainian official sources, 11 critical infrastructures were severely damaged by the attacks, in eight different regions, leaving a large part of the country without electricity supply. Command centers, telecommunications facilities and water treatment plants were also hit. Several missiles were also reported to have hit residential areas, particularly in the center of Kiev, killing at least 10 people and injuring 60 others.

The attack occurred before Ukraine has been able to commission the promised NASAMS and IRIS-T SLM/SLS air defense systems, which, once operational, will significantly reduce the threat from Russian cruise missiles. But surely this equipment will not be enough, and Kiev will demand more and better air defense assets from the West.
