ANAC Implements New Regulations for Foreign Air Operators in Argentina

The National Civil Aviation Administration (ANAC) published Resolution 504/2024 in the Official Gazette on Friday, November 22, approving the Advisory Circular OPS 129-001. This regulation establishes acceptable methods of compliance for the recognition of Air Operator Certificates (AOCR) of foreign operators and regulates the oversight of their operations in the country.

The resolution, signed by ANAC’s acting administrator María Julia Cordero, implements the requirements of Part 129 of the Argentine Civil Aviation Regulations (RAAC), aligning with international standards such as those established by the International Civil Aviation Organization (ICAO). Its main objective is to ensure operational safety and standardize processes related to the operation of foreign airlines in Argentine territory.

Among the key points, it is stipulated that foreign air operators must obtain an AOCR issued by ANAC before initiating commercial operations in Argentina. The recognition of an Air Operator Certificate (AOC) from another country will not be limited to the presentation of the document but will include detailed technical and operational verifications. ANAC is authorized to suspend or revoke permits if non-compliance is detected that could compromise operational safety.

The technical document accompanying the resolution outlines the procedures that foreign companies must follow to operate in Argentina. According to the text, operators must submit complete documentation, including safety plans, aircraft specifications, and noise certificates, among others. Safety inspections will be conducted according to the Ramp Inspection Manual of the Argentine Republic (MIRRA), approved in 2024, and oversight will remain a central focus, aligned with ICAO’s Universal Safety Oversight Audit Program (USOAP).
