ANAC Unveils Fly2Brazil Initiative to Attract Foreign Airlines

The Agência Nacional de Aviação Civil (ANAC) launched the Fly2Brazil hotsite on Monday, October 30, aiming to promote simplified regulations to attract foreign airlines to Brazil. The main goals of this project are to boost competition in the aviation sector, increase international connections, and further democratize air transportation access in the mid-term.

What’s on the Hotsite?

The hotsite provides guidelines for new international airlines looking to operate in Brazil, whether through non-scheduled flights (charter flights) or regular flights with preset frequencies.

There is also information regarding shared code operations, where one company allows another to use its identification code, enabling passengers to purchase tickets from the partner airline for flights operated by the first company. Collaboration with the Ministry of Tourism

To maximize the initiative, promotion and outreach efforts are conducted in partnership with the Ministério do Turismo (Mtur) and the Agência Brasileira de Promoção Internacional do Turismo (Embratur). The primary target audience includes representatives of foreign airlines, tourism operators, foreign tourism association representatives, civil aviation authorities, airport operators, and international sector representatives such as the International Air Transport Association (IATA), Asociación Latinoamericana y del Caribe de Transporte Aéreo (ALTA), state and municipal tourism secretaries, and entities promoting destinations and reception operators.

Streamlining Regulations

Regulations were simplified in September 2022, decreasing the bureaucracy associated with documentation for providing regular and non-regular international air transport. Now, foreign companies are exempt from the Prior Authorization of Operation, allowing them to directly register with the Commercial Board and handle the Operation Authorization with ANAC. As a result, the timeframe reduced from 270 to an average of 30 days, enhancing agility, cutting costs, and boosting end-customer confidence, enabling foreign entities to initiate new flights to Brazil.

Improvements made by ANAC in the authorization process also aim to allow the development of new air services for Brazil, such as charter flights, which can potentially be approved within 10 days. The code-sharing between Brazilian and foreign companies has also been simplified. Now, companies wishing to share codes only need to register this information with ANAC, in line with current international agreements.
