The National Civil Aviation Administration (ANAC) of Argentina has introduced amendments to the Manual for the Certification of Civil Aviation Instruction and Training Centers through Resolution 395/2024. These changes, now incorporated into the Argentine Civil Aviation Regulations (RAAC), primarily affect foreign training centers wishing to offer services to aviation professionals in Argentina.
The amendments follow an audit conducted in April 2024 by the Federal Aviation Administration (FAA) of the United States under the International Aviation Safety Assessment (IASA) program. ANAC adjusted its regulations to enhance oversight and integration of foreign Civil Aviation Training Centers (CEACs) in accordance with Part 142 of the RAAC.
Under the new regulations, foreign CEACs can now be accepted to provide instruction and certification to Argentine aviation personnel. According to the resolution, this change is crucial to meet the growing demand for specialized training, as local centers may lack the capacity or resources to cover all training programs.
Five-Phase Process for Foreign CEAC Certification
The resolution formalizes a five-phase process for the certification and acceptance of foreign CEACs. These steps aim to ensure that only centers meeting ANAC’s strict standards are allowed to train Argentine personnel:
- Pre-application: Foreign CEACs express interest and receive guidance on certification requirements.
- Formal application: Centers must submit detailed documentation, including training certificates and evidence of quality control.
- Document review: ANAC assesses the submitted materials to ensure compliance with RAAC Part 142.
- Validation: ANAC conducts thorough checks, including reviewing training programs and the equipment used by the center.
- Final acceptance: Approved CEACs are formally accepted, initiating ongoing supervision by ANAC.
This manual update not only introduces stricter compliance requirements but also aligns ANAC’s processes with international standards established by the International Civil Aviation Organization (ICAO) and FAA regulations.
The resolution also adds new appendices to the manual, including forms and checklists that streamline the certification process and improve transparency. For example, Appendix A now includes the official form F-6-MCIE, which foreign CEACs must complete to apply for certification. Appendix B provides a detailed checklist that ANAC inspectors use to verify compliance during evaluations.
The resolution will take effect ten days after its publication in Argentina’s Official Gazette.
