Argentina and Qatar Sign Open Skies Agreement, Expanding Air Freedom Rights
Argentina and Qatar have signed a groundbreaking air transport agreement under the Open Skies framework, enabling unlimited flight frequencies and ninth freedom traffic rights. This bilateral deal includes cabotage operations and aims to boost tourism, investment, and international connectivity, marking a new chapter in Argentina's aeropolitical landscape
Argentina and Qatar signed a memorandum of understanding that establishes a framework of expanded freedoms—locally referred to as Cielos Abiertos—between both countries, marking a milestone in Argentina's air transport policy. This bilateral agreement will allow for unlimited air frequencies and traffic rights up to ninth freedoms, including authorization for domestic operations, both for passengers and cargo.
The agreement was signed by Argentina's Secretary of Transportation, Franco Mogetta, and Qatar's President of the Civil Aviation Authority, Mohamed Alhajri, during an event held at the Palacio San Martín. The ceremony was attended by Qatar's Ambassador, Battal Meajeb BM Al Dosan, and other aviation sector authorities, both in person and virtually.
Before this agreement, operations were restricted to 14 weekly frequencies with limitations on available routes. Now, both nations will have the possibility to establish codeshare agreements with airlines from third countries, diversifying the offerings for passengers and fostering greater market competitiveness.

Secretary Mogetta highlighted the strategic importance of the agreement: "It's a very happy day for us. This agreement results in better service for passengers, with unlimited frequencies allowing more Argentinians to visit Qatar and more Qataris to visit our country. This is the starting point for a new era in Argentina's air connectivity."
Additionally, Mogetta noted that this understanding reflects a shift in the National Government’s vision. "We are reversing policies that prioritized state monopolies and opening Argentina’s skies like never before. Thanks to directives from President Milei, we are promoting healthy competition and aiming for a gradual privatization of state-owned companies to achieve greater efficiency."
Qatar, with its Hamad International Airport, is considered one of the world’s leading hubs, having served 52.7 million passengers in 2024. This agreement strengthens Qatar’s role as a bridge connecting Argentina with key international destinations.
"We recognize the importance of Qatar as a strategic hub and the excellence of its airline. Surely, many Argentinians will want to visit Qatar, and we hope that many Qataris set foot in the land of the world champion," he added.
Boosting tourism and investment
The agreement with Qatar is the thirteenth under the Cielos Abiertos policy promoted by the Argentine government, joining previous agreements with Brazil, Chile, Canada, Mexico, and other countries. This approach aims to increase tourism, attract investments, and position Argentina as a key player in the global air transport market.
