Argentina’s National Civil Aviation Administration (ANAC) has approved modifications to the certification process for airport and ramp service operators through Resolution 167/2025 (spanish), published this Thursday in the Official Gazette.
The measure introduces changes to the regulations enacted in January and aims to streamline procedures for companies providing airport services.
The new resolution replaces key articles of the previous regulation, modifying the certification process and setting faster processing times for permit approvals. Additionally, it removes unnecessary administrative requirements and repeals tariff tables related to operational and ramp services, aligning with the sector’s ongoing deregulation policy.
According to ANAC, the resolution addresses the need to “simplify and optimize the process”, reducing bureaucratic requirements and improving administrative efficiency.

Regulation and Certification of Ramp Services
Under the new framework, all ground service providers must obtain a Digital Certificate for Aircraft Ground Handling Services, issued by ANAC. This certificate will be issued without an expiration date, but its validity will be contingent on compliance with operational and safety requirements.
The regulation defines two service modalities:
- Self-handling, where an airline provides ground services using its own personnel and equipment.
- Third-party handling, where an authorized company offers services to airlines or airport operators.
The resolution aligns with the “open skies” policy established by Decree 599/2024, which promotes free market competition and removes regulatory barriers restricting access to the airport service industry.
Implementation and Compliance
ANAC has instructed the National Directorate of Operational Safety (DNSO) to publish new operational manuals and procedures within 30 days. Additionally, all certificates issued prior to this resolution will remain valid without changes.
Companies seeking new or updated certification must submit documentation on their operations, equipment, and safety protocols. They must also comply with staff training requirements and secure specific insurance coverage.
The resolution takes effect immediately upon its publication in the Official Gazette and applies to ongoing applications without a final ruling, as well as to new certification requests.
