Brazil’s ANAC Suspends Voepass Operations Due to Safety Concerns
ANAC suspended Voepass operations due to non-compliance in its management system. The airline must correct deficiencies to resume flights.
Brazil’s National Civil Aviation Agency (ANAC) has ordered the precautionary suspension of Voepass operations, the airline formed by Passaredo Transportes Aéreos and MAP Linhas Aéreas. The decision, effective March 11, 2025, will remain in place until the company corrects operational management deficiencies identified by the regulator, according to reports from our Brazilian partner AEROIN.
Irregularities and Increased Oversight
The ANAC’s decision follows audits and intensified monitoring measures implemented after the crash of Flight 2283 in Vinhedo on August 9, 2024. In response to the accident, the regulator introduced assisted supervision, with inspectors stationed at Voepass' operational and maintenance bases.
In October 2024, ANAC imposed a series of corrective actions on Voepass, including:
- Route network reduction
- Increased aircraft ground time to optimize maintenance
- Administrative restructuring
- Implementation of a corrective action plan

However, by late February 2025, new inspections revealed that Voepass had failed to comply with these measures. Regulators found a decline in the efficiency of the airline’s management system, the reoccurrence of previously resolved issues, and the ineffectiveness of corrective plans. As a result, ANAC determined that Voepass was not meeting required safety standards.
Impact on Passengers and Regional Connectivity
With a fleet of six aircraft serving 15 commercial destinations and two charter routes, the suspension disrupts travel plans for numerous passengers. Affected travelers will be able to request refunds or rebook on other airlines.
ANAC has emphasized that Voepass will only resume operations once it proves its ability to manage flights safely. Meanwhile, the suspension raises uncertainty about the airline’s future and its impact on regional connectivity in Brazil, where Voepass plays a key role in serving lower-density routes.
