Cape Verde’s Public Prosecutor Closes Investigation into TACV Management
The decision was communicated by the government following the conclusion of the investigation.
The Public Prosecutor’s Office of Cape Verde has decided to close the investigation initiated in 2017 into alleged criminal irregularities in the management of Transportes Aéreos de Cabo Verde (TACV) during the PAICV government.
According to Expresso das Ilhas, the decision was publicly announced by the Attorney General’s Office following the conclusion of the investigation, conducted by the Central Department of Criminal Action (DCAP). The case closure was officially disclosed in a statement issued by the Public Prosecutor’s Office.
The investigation stemmed from a complaint filed by the Ministry of Finance, which raised concerns about alleged misconduct, illicit business dealings, and corruption in the airline’s management, according to reports from our partner outlet, Aeroin.
During the inquiry, prosecutors carried out multiple procedures, including document analysis, expert hearings, and witness testimonies. The former Chairman of TACV’s Board of Directors was even named as a suspect.
However, after reviewing the evidence, the Public Prosecutor’s Office concluded that there was insufficient proof to support the occurrence of any crimes.
According to the statement from the Attorney General’s Office, there was no evidence to suggest that the accused intentionally acted to harm TACV, ruling out the possibility of criminal mismanagement.
Additionally, investigators found no proof of illicit business dealings or corruption involving the accused or any other individuals in the airline’s administration.
With the case closed, all involved parties have been notified, and the case files are no longer under judicial secrecy.
The investigation into TACV's management was initiated following a request from then Minister of Finance, Olavo Correia, who believed there was evidence of mismanagement of the airline during the PAICV's 15 years in power.
