Argentina’s National Airports System Regulatory Body (ORSNA) has approved the General Terms and Conditions framework that will govern the selection process for contractors carrying out infrastructure projects and service improvements at non-concessioned airports across the country. The measure was formalized through Resolution 11/2025 (Spanish document), published Tuesday, March 25 in the Official Gazette.
These projects will be funded through the “Special Allocation Fund for National Airport System Works,” equivalent to 11.25% of the National Airport System Strengthening Trust Fund, financed with resources from the airport concession managed by Aeropuertos Argentina 2000.
The new framework sets out procedures based on principles of transparency, efficiency, and anti-corruption. Public tenders and calls for proposals must be announced at least 20 business days in advance via the Official Gazette, ORSNA’s website, and other channels as needed.
The regulations define various contract types—**such as fixed-sum and unit-based pricing—**and clearly outline the responsibilities of both ORSNA and contractors. It also includes strict requirements for financial guarantees, confidentiality, and the technical and financial evaluation of bidders.
According to ORSNA, this regulatory framework aims to ensure uniform development across Argentina’s airport system, helping non-concessioned airports maintain proper operational standards aligned with international civil aviation norms.
