Santa Fe Senate Advances Bill to Provide Subsidies to Aeroclubs

The Senate of the Province of Santa Fe approved and sent to the Chamber of Deputies during the session held on November 14 a bill proposed by Senator Rodrigo Borla, which seeks to grant a monthly subsidy to the province’s aeroclubs. According to the bill, filed under docket number 50868, the subsidy would include 700 liters of aviation gasoline and 20 liters of aviation oil, distributed to each aeroclub through the Ministry of Public Works.

Under the proposal, the Ministry of Public Works would be responsible for supervising the aeroclubs’ aircraft at intervals of 25, 50, and 100 flight hours. To access this benefit, aeroclubs must comply with the regulations established in the Aeronautical Code, which requires that flight instructors and maintenance mechanics be graduates of Aeronautical Training and Development Schools.

 

Additionally, the Executive Branch would be responsible for regulating the number of annual graduates in various aeronautical specialties, such as powered and unpowered flight pilots and parachutists, to ensure the continuity of the subsidy.

In the bill’s rationale, Borla emphasized that aeroclubs “constitute the most important airport infrastructure in Argentina.” The statement details that these institutions support the operation of civil, military, state, and police aircraft, in addition to providing services such as medical emergencies, disaster response, and transportation.

The bill also highlights the significance of aeroclubs in pilot training, noting that «without their presence, aside from a few private schools, there would be no pilot graduates.» According to the text, aeroclubs represent «the only strategic national teaching activities not financially supported by the state«.

The project’s goal, according to the statement, is «to promote aeronautical activity in the province,» while aeroclubs provide essential services such as early fire detection, patient transport, and emergency transportation.

The proposal will now be reviewed by the Chamber of Deputies, with the aviation sector expressing favorable expectations toward the measure. Under ideal conditions, the bill is expected to recognize the specific role and function of aeroclubs not only in professional training but also in generating direct and indirect employment, thereby fostering and boosting regional economies.
